This individual was a former criminal who had only recently been granted freedom. Due to the fact that the government had sealed his paperwork, the authorities were unaware of the specifics of the situation they were in.

On the other hand, they have not identified what he was carrying or what made the birds respond to it in such a fashion yet. The authorities had no explanation to several questions regarding the incident, and continued to investigate.
